Isaiah is leaving out some of the words that in many languages a sentence would need in order to be complete. You can supply these words from the context if that would be clearer in your language. Alternate translation: [People raise an outcry in the streets about the wine]

עָֽרְבָה֙ כָּל שִׂמְחָ֔ה

turns_to_gloom all/each/any/every joy

Isaiah is speaking as if all of the joy were a light that could be extinguished and become dark. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [All of the joy has ended] or [Joy has turned to darkness]

כָּל שִׂמְחָ֔ה

all/each/any/every joy

If your language does not use an abstract noun for the idea of joy, you could express the same idea in another way. Alternate translation: [Everyone who was joyful]

גָּלָ֖ה מְשׂ֥וֹשׂ הָ⁠אָֽרֶץ

banished gaiety_of the=earth/land

Isaiah is speaking of the gladness of the earth as if it were a living thing that could depart. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [The gladness that used to fill the earth has ended]
