רֹ֤עוּ עַמִּים֙ וָ⁠חֹ֔תּוּ וְ⁠הַֽאֲזִ֔ינוּ כֹּ֖ל מֶרְחַקֵּי־אָ֑רֶץ

broken peoples and,be_shattered and,give_ear all distant_of lands

Isaiah is speaking to the distant peoples who cannot hear him. He is doing this to communicate to the people listening to him that he feels very strongly about the futility of their opposition to God. If it would be helpful in your language, you could translate these words as if he were speaking directly to the people about the distant nations. Alternate translation: [The peoples will shout, but they will shatter! And all the distant ones of the earth will shatter!]

כֹּ֖ל מֶרְחַקֵּי־אָ֑רֶץ

all distant_of lands

Isaiah says all of the distant ones of the earth as a generalization for emphasis. If it would be helpful in your language, you could use a different way to express the emphasis. Alternate translation: [people in lands throughout the earth]

הִתְאַזְּר֣וּ וָ⁠חֹ֔תּוּ הִֽתְאַזְּר֖וּ וָ⁠חֹֽתּוּ

gird and,be_shattered gird and,be_shattered

Isaiah is repeating the words Gird yourselves and shatter! in order to intensify his expression of the idea that they conves. If your language can repeat words for intensification, it would be appropriate to do that here in your translation. If not, your language may have another way of expressing the intensification. Alternate translation: [You may gird yourselves, but you will certainly shatter!]

הִתְאַזְּר֣וּ וָ⁠חֹ֔תּוּ הִֽתְאַזְּר֖וּ וָ⁠חֹֽתּוּ

gird and,be_shattered gird and,be_shattered

Isaiah actually means to communicate the opposite of the literal meaning of what he is saying here. He is commanding the nations to prepare for war, but he means that their preparations will be futile. If a speaker of your language would not do that, you could translate the meaning plainly. Alternate translation: [Even if you gird yourselves, you will shatter! Even if you gird yourselves, you will shatter!]
