The pronoun they refers to people in general who might advise consulting the dead. It may be helpful to clarify this for your readers. Alternate translation: [people say to you]

דִּרְשׁ֤וּ אֶל־הָ⁠אֹבוֹת֙ וְ⁠אֶל־הַ⁠יִּדְּעֹנִ֔ים

consult to/towards the,necromancers and=near/to the,soothsayers

If it would be clearer in your language, you could translate this so that there is not a quotation within a quotation. Alternate translation: [to seek to ritual pits and to familiar spirits]

הֲ⁠לוֹא־עַם֙ אֶל־אֱלֹהָ֣י⁠ו יִדְרֹ֔שׁ

am=not people to/towards his/its=god consult

Isaiah is using the question form to assert that a people obviously should seek to their God. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [a people should certainly seek to its God!]

בְּעַ֥ד הַ⁠חַיִּ֖ים אֶל־הַ⁠מֵּתִֽים

behind the,living to/towards the,dead

Isaiah is using the question form to express the absurdity of seeking the dead on behalf of the living. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [People should not seek to the dead on behalf of the living!]
