8:16 The Hebrew word ‘כֵּן/כִּנִּם’ (kēn/kinnim) could refer to either lice, gnats, or fleas. However, unlike lice, gnats don’t usually reside on people and animals (which seems to be implied by the text).

8:16 The exact insect mentioned here is not known with certainty. The Hebrew suggests “annoying insect,” and has been variously translated as lice, mosquitoes, or fleas in addition to gnats. However, some form of small biting flying insect like a gnat would best fit the context of “dust.”

וַ⁠יֹּ֣אמֶר יְהוָה֮ אֶל־מֹשֶׁה֒ אֱמֹר֙ אֶֽל־אַהֲרֹ֔ן

Say to Aaron starts a direct quotation. It may be helpful to your readers to indicate this by marking it with first-level quotation marks or with whatever other punctuation or convention your language uses to indicate a quotation. However, it may be helpful to translate one of the parts as an indirect quotation so that you do not have to have two levels of quotations here. See the UST. Alternate translation: “And Yahweh told Moses to tell Aaron”

נְטֵ֣ה אֶֽת־מַטְּ⁠ךָ֔ וְ⁠הַ֖ךְ

This is one action or motion, but it is described with the two verbs that occur throughout this section of plague judgment.

מַטְּ⁠ךָ֔

This refers to Aaron’s staff. See note in the introduction to chapter 8 regarding the hand and staff.

לְ⁠כִנִּ֖ם

We do not know exactly what this word means. It is probably a tiny (as in dust-particle size), biting insect. You should choose a different insect here than the one in the next plague (8:21-8:31).
