8:21 The Hebrew word ‘עָרֹב’ (ˊārov) probably meaning ‘mixture’ is sometimes translated as ‘swarm’. This plague could have been anything from flies to other insects (hornets or mosquitoes???) all the way to a mixture of wild animals.

8:20-32 The fourth plague was the plague of flies. The Egyptians worshiped insects such as flies that seemed to be able to turn death into life, as their young seemed to emerge from decaying matter. If the Egyptians thought that insects had the secret of life, God would let them have all the insects they wanted. Some say that this infestation was the natural result of all the dead frogs, but there were no flies in Goshen (8:22), the northeastern delta area where the Hebrews lived. God’s miraculous power was clearly seen in his ability to infest one area while sparing another at will.

Here, the swarm probably refers to the common large flies that bother humans and livestock.

This long list means “everywhere in Egypt.” It is presented in this way for rhetorical effect, that is, to convince Pharaoh of how bad this plague will be so he will obey. You should translate the list in such a way that the flies’ location is not limited to these specific places but is understood to imply universality.
