Verses 26 and 27 repeat what happened in verse 23 to emphasize what happened. The author assumes that readers will know that Abraham and Ishmael were circumcised twice. You could say that explicitly if that would be helpful to your readers. Alternate translation: [So it was, on that very day]

The expression was circumcised is a passive verbal form. If your language would not use that form, you could express the idea in active form or in another way that is natural in your language. Alternate translation: [someone circumcised Abraham, and Abraham circumcised his son Ishmael]

Moses is leaving out some of the words that in many languages a sentence would need in order to be complete. You can supply these words from the context if that would be clearer in your language. Alternate translation: [Abraham was circumcised, and Ishmael his son was circumcised.]
