uW Translation Notes:

Note 1 topic: figures-of-speech / apostrophe

אַֽל־תִּשְׂמְחִ֤י פְלֶ֨שֶׁת֙ כֻּלֵּ֔ךְ

not rejoice Fəlishtiy of_you_of,all

Isaiah is speaking directly to Philistia, which is not present to hear him. This is a prophetic device for addressing a nation. If a speaker of your language would not do this, you could express this as a statement about Philistia. Alternate translation: [Philistia should not rejoice, none of them]

Note 2 topic: figures-of-speech / metaphor

נִשְׁבַּ֖ר שֵׁ֣בֶט מַכֵּ֑ךְ

broken rod of,the_[one_who]_struck_you

Isaiah is speaking as if the oppressor’s power were the rod that strikes. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [the power of the one who was striking you has ended]

Note 3 topic: figures-of-speech / activepassive

כִּ֥י נִשְׁבַּ֖ר שֵׁ֣בֶט מַכֵּ֑ךְ

that/for/because/then/when broken rod of,the_[one_who]_struck_you

The expression is broken is a passive verbal form. If it would be unnatural to use that form, you could express the idea in active form or in another way that is natural in your language. If you need to say who does the action, the context indicates that it is God. Alternate translation: [that God broke the rod of the one striking you]

Note 4 topic: figures-of-speech / metaphor

כִּֽי־מִשֹּׁ֤רֶשׁ נָחָשׁ֙ יֵ֣צֵא צֶ֔פַע וּפִרְי֖וֹ שָׂרָ֥ף מְעוֹפֵֽף

that/for/because/then/when from_[the],root_of snake come_forth viper and,fruit_of,its serpent flying

Isaiah is speaking as if a succession of oppressive rulers were serpents, with each successor being more dangerous than the last. The first oppressor is called the serpent, and his successor is called a viper, and the final one is called a flying serpent. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [for from the first oppressor a worse oppressor will come, and his successor will be the most dangerous of all]
