In this sentence, the pronoun they refers to the house of Israel. The subject shifts back to the Israelites after the previous sentence had “peoples” as the subject. It may be helpful to clarify this for your readers. Alternate translation: [And the Israelites will be captors of their captors]

וְ⁠הָיוּ֙ שֹׁבִ֣ים לְ⁠שֹֽׁבֵי⁠הֶ֔ם

Isaiah is repeating forms of the word captors in order to intensify his expression of the idea that it conveys. If your language can repeat words for intensification, it would be appropriate to do that here in your translation. If not, your language may have another way of expressing the intensification. Alternate translation: [And they will take captive those who once held them captive]
