Yahweh wants Isaiah to use the question form to rebuke Shebna for presuming to prepare an elaborate tomb for himself. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [You have no business being here, and you have no relatives here, yet you have hewn a tomb for yourself here]

Yahweh is using What to you here, and who to you here as a common expression of this culture to mean that the person he is addressing has no valid connection with what he describes next. If this phrase does not have that meaning in your language, you could use a comparable expression from your language that does have that meaning, or you could state the meaning plainly. If you translate this verse so that there is not a quotation within a quotation, they should do the same thing through v. 24. Alternate translation: [Tell him that he has no right to be here and has no family here]
