Isaiah uses the word But here to indicate a contrast between Jerusalem’s humiliation in the previous verses and the sudden destruction of its enemies. Use a natural way in your language to indicate this contrast. Alternate translation: [However, the multitude of your strangers will be]

The point of this comparison is that just as fine dust is light and easily blown away, so Jerusalem’s enemies will be quickly and easily scattered. Isaiah is leaving out some of the words that in many languages a sentence would need in order to be complete. You could supply these words from the context. Alternate translation: [and the multitude of the terrible will be like passing chaff]

Isaiah is using the adjective terrible as a noun to mean a certain kind of person. Your language may use adjectives in the same way. If not, you can translate this adjective with an equivalent phrase. Alternate translation: [terrible ones]
