Isaiah is using the phrase on that day to introduce a new event in the prophecy. Use a word, phrase, or other method in your language that is natural for introducing a new event. See the UST.

Isaiah is using the adjective deaf as a noun to mean a certain kind of person. Your language may use adjectives in the same way. If not, you can translate this adjective with an equivalent phrase. Alternate translation: [people who are deaf]

Isaiah is speaking as if the people’s lack of spiritual understanding were gloom and darkness from which they could emerge to see. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [and those who lacked spiritual understanding will come to understand]
