Isaiah is using the adjective terrible as a noun to mean a certain kind of person. See how you translated the similar expression in [29:5](../29/05.md). Your language may use adjectives in the same way. If not, you can translate this adjective with an equivalent phrase. Alternate translation: [the one who is terrible]

The expression will be cut off is a passive verbal form. If it would be unnatural to use that form, you could express the idea in active form or in another way that is natural in your language. If you need to say who does the action, the context indicates that it is Yahweh. Alternate translation: [and Yahweh will cut off all of the watchers of iniquity]
