The word that the ULT translates as when indicates that Yahweh arises to terrify the earth at the same time as the people go into caves of the rocks and into holes of the ground. If it would be helpful to your readers, you could describe the time relationship more explicitly. Alternate translation: [And they will go into caves of the rocks and into holes of the ground from the face of the terror of Yahweh and from the splendor of his majesty at the same time that he arises to terrify the earth]

Isaiah is using when he arises as a common expression of the culture to mean “when he takes action.” If this phrase does not have that meaning for your readers, you could use a comparable expression from your language that does have that meaning, or you could state the meaning plainly. Alternate translation: [when he acts]
