Isaiah is speaking of proud people as if they were tall trees, specifically the cedars of Lebanon and the oaks of Bashan. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [proud and powerful people like the cedars of Lebanon … proud and powerful people like the oaks of Bashan]

[which,are]_lofty and,[which,are]_lifted_up
The terms being high and being lifted up mean similar things. Isaiah is using the two terms together for emphasis. If it would be clearer for your readers, you could express the emphasis with a single phrase. Alternate translation: [being proud and arrogant]
