The house of Jacob refers to all the people descended from Jacob, envisioned as if they were one household living together. Alternate translation: [all the descendants of Jacob]

מָלְאוּ֙ מִ⁠קֶּ֔דֶם

full_of from=east

Isaiah is using they are full from the east as a common expression of the culture to mean “they have adopted the practices of the eastern nations.” If this phrase does not have that meaning for your readers, you could use a comparable expression from your language that does have that meaning, or you could state the meaning plainly. Alternate translation: [they have filled themselves with customs from the eastern nations]

וּ⁠בְ⁠יַלְדֵ֥י נָכְרִ֖ים יַשְׂפִּֽיקוּ

and,with_[the],children_of foreigners clasp_hands

There is another Hebrew verb that means “suffice” that has the same consonants as the verb that the ULT translates as clap. That could be the verb that Isaiah is using here. Alternate translation: [and the children of foreigners suffice] or [and there are more than enough children of foreigners around]

וּ⁠בְ⁠יַלְדֵ֥י נָכְרִ֖ים

and,with_[the],children_of foreigners

Isaiah is using the term children to refer to the descendants of foreigners, that is, foreign peoples. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [with the people of foreign nations]

וְ⁠עֹֽנְנִ֖ים כַּ⁠פְּלִשְׁתִּ֑ים

and,soothsayers like,Philistines

The point of this comparison is that just as the Philistines practice divination, so do the people of Israel. If it would be helpful in your language, you could make this point explicitly. Alternate translation: [and they practice divination in the same manner as do the Philistines]
