Isaiah is using a day is to Yahweh of Armies as a common expression of the culture to mean “Yahweh has appointed a time of judgment.” If this phrase does not have that meaning for your readers, you could use a comparable expression from your language that does have that meaning, or you could state the meaning plainly. The expression being lifted up is a passive verbal form. If it would be unnatural to use that form, you could express the idea in active form or in another way that is natural in your language. Alternate translation: [the ones who exalt themselves]

Isaiah uses a repetitive series of clauses from from these lines through to the end of verse 16. to communicate that what he is saying should be understood as comprehensive. Use a form in your language that someone would use to describe a situation that is comprehensive and overwhelming.
