Yahweh is using I will arise as a common expression of the culture to indicate that he is about to begin taking action. He does not mean that he is getting out of bed or standing up from a seated position. If this expression does not have that meaning for your readers, you could use a comparable expression from your language that does have that meaning, or you could state the meaning plainly. Alternate translation: [Now I will begin to act]
