Yahweh is speaking as if the defeated peoples would be burnings of lime, completely consumed. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [And peoples will be completely burned up] or [And peoples will be totally consumed by fire]
