To arise or stand up is a metaphor for no longer watching and thinking and instead beginning to act. Alternate translation: “will I begin to act”

If your language does not use the passive form in this way, you can state this in active form or in another way that is natural in your language. These two phrases have basically the same meaning and emphasize Yahweh being exalted.
