Yahweh is using the question form to emphasize that his own servant is more blind and deaf than anyone else. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [No one is blind except my servant, and no one is deaf like my messenger whom I send]

Here Yahweh is speaking of his servant’s failure to perceive and obey as if the servant were blind. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [Who fails to perceive except my servant]
