open ears and=not hear

Here Yahweh is speaking of the people’s failure to obey as if someone had opened the ears of a person who still did not hear. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [he has given them the ability to hear, but they do not listen]

Here the second pronoun he refers to the servant, the people of Israel, even though Yahweh has previously addressed them as “you.” It may be helpful to clarify this for your readers. Alternate translation: [the servant’s ears have been opened, but he does not hear]
