Here Yahweh is speaking of the people’s failure to obey as if someone had opened the ears of a person who still did not hear. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [he has given them the ability to hear, but they do not listen]
