Here Yahweh is speaking of how he frustrates the plans of those who claim to be wise as if he were turning back the wise, forcing them to retreat. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [the one who frustrates those who think they are wise]
