Yahweh is using the question form to emphasize that it is unthinkable for a mother to forget her own child. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [A woman would never forget her nursing child, or stop having compassion on the son of her womb!]

If not, your language may have other ways of showing the meaning here. Alternate translation: [I, Yahweh, will not forget you]
