This verse is a quote from Exodus 31:3

Yahweh speaks of giving Bezalel his spirit as if Bezalel were a container and God’s spirit were a liquid. If your readers would not understand what this image means in this context, you could use an equivalent metaphor from your culture. Alternatively, you could express the meaning plainly. Alternate translation: “And he has given his spirit to Bezalel”
