חַכְמַת־לֵ֖ב

skilled heart

Here, heart is referring to something innately possessed by a person, that is, a trait of a person. The phrase essentially means “a talented craftswoman.” If this is unclear to your readers you may consider making it more explicit. See how you translated a similar phrase in Exodus 28:3. Alternate translation: “who possessed the skill”
