It was already mentioned in verse 11 that Israel (Jacob) had settled in the country of Egypt. Your translation of verse 27 should not imply that he settled there again. Alternate translation: “So” or “Meanwhile”

Yisrael

The name Israel and the name “Jacob” refer to the same person. To make that clear, you could make “Jacob” explicit here in your translation or in a footnote. Alternate translation: “Israel that is, Jacob,”
