BrTrAnd I saw that (for all the sins of which she was convicted, wherein the house of Israel committed adultery, and I put her away, and gave into her hands a bill of divorcement,) yet faithless Juda feared not, but went and herself also committed fornication.

ULTSo I saw that because of all circumstances where apostate Israel had committed adultery, I had sent her away and had given a scroll of her divorce to her. But her sister Judah, acting treacherously, did not fear, and she went out, and she herself also prostituted.

USTSo I sent the people of Israel away to other countries, as a man writes a note saying that he is divorcing his wife and then sends her away because she has committed adultery. But I realized that, just as the people of Israel, the people of Judah were not at all afraid of me. Instead, they acted just as the people of Israel had done. They also turned away from me and began worshiping idols, just as women who leave their husbands and go to other men.
