This is the beginning of what the drunken leaders say in mockery. You may wish to mark the words of this speech with a quotation mark at the beginning and end of them or with some other punctuation or convention that your language uses to indicate a quotation.

The pronoun he refers to Isaiah. The drunken leaders are mocking him by asking who he thinks he can teach. It may be helpful to clarify this for your readers. Alternate translation: [will Isaiah teach]

If your language does not use an abstract noun for the idea of knowledge, you could express the same idea in another way. Alternate translation: [what he knows]

Isaiah is using the question form to continue the contemptuous mockery of the drunken leaders. They suggest that his teaching is only fit for small children. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [It is as though we were babies just weaned from milk and withdrawn from the breasts!]

The expression the ones withdrawn is a passive verbal form. If it would be unnatural to use that form, you could express the idea in active form or in another way that is natural in your language. Alternate translation: [the ones their mothers have weaned]
