Yahweh is speaking of death as if it were a living thing that could enter into a covenant. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [And your agreement with death, as if death were a person you had made a promise with, will be cancelled]

The word translated as when indicates that two things happen at the same time. The overflowing scourge passes through, and at that same time, the leaders will be trampled by it. Use a connector in your language that makes it clear that these things happen at the same time. Alternate translation: [as it passes through]
