If it would be more natural in your language, you could express this as an indirect quotation. Alternate translation: [I will say to the north to give and to the south not to keep back.]

Yahweh is speaking of the north and the south as if they were living things that could hear and obey his commands. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [I will command the people in the north to release my people, and the people in the south to not keep them back.]

Here Yahweh is speaking as if the Israelites were his sons and his daughters. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [Bring the Israelite men from afar and the Israelite women from the end of the earth]
