The word that the ULT translates as When indicates that Yahweh will be present with the people at the same time as when they pass through dangerous experiences. If it would be helpful to your readers, you could describe the time relationship more explicitly. Alternate translation: [While you pass through the waters, I will be with you, and through the rivers, they will not overwhelm you. While you walk through the fire, you will not be burned, and the flame will not burn you up]
