10:21 The shepherds (priests and prophets; see 5:29-31) had turned their backs on the wisdom from the Lord that had been preserved in priestly memory and in the prophetic messages, both verbal and written. The divine decree predicted the utter failure of these leaders, as well as the resultant scattering of the people.
