TSNTyndale Study Notes:

10:21 The shepherds (priests and prophets; see 5:29-31) had turned their backs on the wisdom from the Lord that had been preserved in priestly memory and in the prophetic messages, both verbal and written. The divine decree predicted the utter failure of these leaders, as well as the resultant scattering of the people.

UTNuW Translation Notes:

Note 1 topic: figures-of-speech / metaphor

(Occurrence 0) For the shepherds are stupid … all their flock has been scattered

(Some words not found in UHB: that/for/because/then/when become_stupid the,shepherds and=DOM YHWH not seek on/upon/above/on_account_of//he/it_went_in yes/correct/thus/so not prospered and=all flock_of,their scattered )

Here the leaders of Israel are spoken of as if they were shepherds and the people of Israel are spoken of as if they were flocks of sheep. Alternate translation: “For the shepherds of our people are stupid … all the people of their flock have been scattered”

Note 2 topic: figures-of-speech / activepassive

(Occurrence 0) all their flock has been scattered

(Some words not found in UHB: that/for/because/then/when become_stupid the,shepherds and=DOM YHWH not seek on/upon/above/on_account_of//he/it_went_in yes/correct/thus/so not prospered and=all flock_of,their scattered )

If your language does not use the passive form in this way, you can state this in active form or in another way that is natural in your language. Alternate translation: “and their enemies have scattered all their flock”
