OET (OET-LV)And_which not he_was_lying_in_wait and_the_god he_allowed_to_happen into_hand_his and_appoint to/for_yourself(m) a_place where he_will_flee  there_to.

OET (OET-RV)But if it wasn’t premeditated—if God had let it happen as an accident—then I’ll assign a place where the one who hit them can flee to.

uW Translation Notes:

וַאֲשֶׁר֙ לֹ֣א צָדָ֔ה

and=which not lie_in_wait

Alternate translation: “But if he did not plan to do it” or “But if he did not do it on purpose”

Note 1 topic: figures-of-speech / explicit

וְשַׂמְתִּ֤י לְךָ֙ מָק֔וֹם אֲשֶׁ֥ר יָנ֖וּס שָֽׁמָּה

and,appoint to/for=yourself(m) place which/who flee ~there,to

If it would be helpful to your readers, you could express the purpose for choosing a place explicitly. Alternate translation: “I will choose a place to which he can run away to be safe”

TSN Tyndale Study Notes:

21:12-17 The crimes of murder, kidnapping, and dishonoring one’s parents warranted the death penalty. A murderer forfeits his own life, and human life is so precious that even an accidental death cannot be overlooked. The place of refuge (see Num 35:6-28) was a place where an accidental killer could go so that the family of the deceased could not take vengeance (see study notes on Num 35:6-34).
