again/more Yōşēf/(Joseph) he/it_lived and=because/when he/it ruler in=all earth/land Miʦrayim/(Egypt)
See how you translated ruler in verse 8. Alternate translation: “Joseph is still alive! In fact, he is the governor of the entire country of Egypt!”
Note 1 topic: figures-of-speech / idiom
וַיָּ֣פָג לִבּ֔וֹ
and,went_numb his/its=heart
This idiom means that Jacob was so shocked that he did not know which way to go with his emotions or what to think, say, or do; it does not mean that he died. Some languages have a similar idiom. Do what is best in your language. Alternate translation: “When Jacob heard that, he was completely shocked,”
כִּ֥י לֹא הֶאֱמִ֖ין לָהֶֽם
that/for/because/then/when not believe to/for=them
Alternate translation: “because he thought it could not be true.”
45:26-28 As might be expected, Jacob was stunned when he heard that his son Joseph was still alive and ruling all the land of Egypt. As he heard the details of their story and saw all that Joseph had sent him, he was convinced that it was true. He immediately prepared to move to Egypt and reunite with his son Joseph, whom he had not seen for twenty-two years.

OET (OET-RV) and told him, “Yosef is still alive! In fact, he’s the ruler over all of Egypt.” But Yacob was totally stunned and he couldn’t really believe them.
Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
