Isaiah is not referring to a specific person with the one rejoicing and doing righteousness. He means people who do this in general. קָצַ֨פְתָּ֙

Isaiah repeats the pronoun you for emphasis, stressing that it was indeed Yahweh who was angry. If a speaker of your language would use a repeated or explicit pronoun for the same purpose, you may want to use that construction in your translation. If not, your language may have other ways of showing this emphasis. Alternate translation: [it was indeed you who were angry]

וַֽ⁠נֶּחֱטָ֔א בָּ⁠הֶ֥ם

The pronoun them refers to the ways of Yahweh, which are mentioned earlier in the verse. It may be helpful to clarify this for your readers. Alternate translation: [for we had sinned against your ways]

Isaiah is using the question form to express doubt about whether the people can be saved, since Yahweh has been angry at their sin.
