The Assyrian king is using the question form for emphasis. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [The gods of the nations that my fathers destroyed, Gozan and Haran and Rezeph and the sons of Eden who were in Tel Assar, did not deliver any of them!]
