There are three levels of quotation here. The author is quoting what Isaiah told Hezekiah in his message (level 1), continuing from the previous verses. This includes what, according to Isaiah, Yahweh was saying to Hezekiah, also continuing from the previous verse (level 2). This includes a quotation from the king of Assyria (level 3). Use the appropriate punctuation in your language to mark these levels of quotation. Alternatively, you could translate this so that there are not second-level or third-level quotations.

If you have decided to translate all of this long quotation in such a way that there will not be quotations within quotations, you can continue doing that in this verse. Alternate translation: [Yahweh says that by the hand of his servants he mocked him and said boastfully that with the multitude of his chariotry, he went up to the height of the mountains, the recesses of Lebanon. He boasted that he cut down the heights of its cedars, the choicest of its cypress trees, that he might enter the height of its end, the forest of its orchard]

See the discussion in the introduction to this chapter of the elaborate comparison that the Assyrian king is drawing in this verse. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [I commanded my chariot forces and invaded this land, even though it was remote from me and secure. I defeated the most powerful and skillful opponents. Now I am going to enter Jerusalem and capture the royal palace and temple]

Isaiah uses the word servants to mean the agency or authority of the servants. Alternate translation: [Through the agency of your servants]

The Assyrian king is stating the pronoun I separately, even though the verb translated as I went up already includes this meaning. He is doing that for emphasis because he is boasting. If a speaker of your language would use an explicit pronoun for the same purpose, you may want to use that construction in your translation. If not, your language may have other ways of showing the meaning here. Alternate translation: [and said boastfully, “With the multitude of my chariotry, I myself went up]
