If you have decided to translate all of this long quotation in such a way that there will not be quotations within quotations, you can continue doing that in this verse. Alternate translation: [Yahweh says that the Assyrian king must surely have heard that from long ago, he did it; that from days of antiquity, he formed it. Now Yahweh has brought it, that the king should be for devastating fortified cities into ruined heaps]

Yahweh is using the question form for emphasis. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [Surely you must have heard that from long ago, I did it; that from days of antiquity, I formed it]

These two phrases mean basically the same thing. The second emphasizes the meaning of the first by repeating the same idea with different words. If it would be helpful to your readers, you could combine them and express the emphasis in another way. Alternate translation: [I decided a long time ago that this would happen]

Yahweh is using the term days of antiquity to refer to a specific time. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [from ancient times]

The expression ruined is a passive verbal form. If your language would not use that form, you could express the idea in active form or in another way that would be natural in your language. Alternate translation: [into heaps of ruins]
