If you have decided to translate all of this long quotation in such a way that there will not be quotations within quotations, you can continue doing that in this verse. Alternate translation: [Yahweh says that their dwellers are short of hand, they feel dismay and feel shame. They are vegetation of the field or green of herb; grass of roofs, blasting to the face of growing up]

קִצְרֵי־יָ֔ד

shorn_of strength

Yahweh is using short of hand as a common expression of this culture to mean “powerless.” If this phrase does not have that meaning in your language, you could use a comparable expression from your language that does have that meaning, or you could state the meaning plainly. Alternate translation: [are powerless]

Yahweh is speaking as if the people whom the Assyrians are conquering are actually tender plants that are defenseless against certain threats. Plants growing in the field can be easily trampled, for example, while grass growing on the flat roofs of this culture could easily wither in the heat of the sun. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [They are as defenseless before the Assyrians as vegetation or green herbs out in the field or as grass on a flat roof, which withers in the heat of the sun]
