אַיֵּ֤ה מֶֽלֶךְ־חֲמָת֙ וּ⁠מֶ֣לֶךְ אַרְפָּ֔ד וּ⁠מֶ֖לֶךְ לָעִ֣יר סְפַרְוָ֑יִם הֵנַ֖ע וְ⁠עִוָּֽה

The king of Assyria is using the question form for emphasis. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [The kings of Hamath and Arpad and of the cities of Sepharvaim, Hena, and Ivvah are all gone!]

If you have decided to translate all of this long quotation in such a way that there will not be quotations within quotations, you can continue doing that in this verse. Alternate translation: [Remind Hezekiah that Assyrians defeated the kings of Hamath and Arpad and of the cities of Sepharvaim, Hena, and Ivvah, so all those kings no longer rule.]

In this expression, the words king and city are singular in form, but they refers to the kings of all three of the cities listed.
