The second-level quotation that begins in verse 21, in which Yahweh addresses the king of Assyria even though he cannot hear him, ends with this verse. If you have decided to use punctuation to mark levels of quotation, end this verse with the appropriate punctuation for closing a second-level quotation.

If you have decided to translate all of this long quotation in such a way that there will not be quotations within quotations, you can continue doing that in this verse. Alternate translation: [Yahweh says that because of his raging against him and because his arrogance has come up into his ears, Yahweh will put his hook in the king’s nose and his bit in the king’s lips. And he will make him return on the way by which he came]

Yahweh is speaking as if he were actually going to put a hook in the nose of the king of Assyria and a bit in his lips, as if the king were an animal such as people would control by these means. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [I will control you by powerful means, and I will make you return on the way by which you came]
