Alternate translation: [Remind him that he has personally heard what the kings of Assyria have done to all of the lands by destroying them. The king of Assyria is stating the pronoun you separately, even though the verb translated as you have heard already includes this meaning. He is doing that to emphasize that Hezekiah himself has already heard this news. If a speaker of your language would use an explicit pronoun for the same purpose, you may want to use that construction in your translation. If not, your language may have other ways of showing the meaning here. Alternate translation: [you have heard personally]

The king is saying all as an overstatement for emphasis. He is referring specifically to to all of the lands that the Assyrians have so far invaded. If it would be helpful in your language, you could use a different way to express the emphasis. Alternate translation: [to every single one of the lands they have attacked]

The king of Assyria is using the question form to emphasize that he does not believe that Yahweh will deliver Hezekiah. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [So do not think that you will be delivered.] or [So do not think that Yahweh will deliver you!]
