הִנֵּ֣ה ׀ אַתָּ֣ה שָׁמַ֗עְתָּ אֲשֶׁ֨ר עָשׂ֜וּ מַלְכֵ֥י אַשּׁ֛וּר לְ⁠כָל־הָ⁠אֲרָצ֖וֹת לְ⁠הַחֲרִימָ֑⁠ם וְ⁠אַתָּ֖ה תִּנָּצֵֽל

If you have decided to translate all of this long quotation in such a way that there will not be quotations within quotations, you can continue doing that in this verse. Alternate translation: [Remind him that he has personally heard what the kings of Assyria have done to all of the lands by destroying them. Tell him there is no reason why he should expect that, by contrast, his God will deliver him]

The king of Assyria is stating the pronoun you separately, even though the verb translated as you have heard already includes this meaning. He is doing that to emphasize that Hezekiah himself has already heard this news. If a speaker of your language would use an explicit pronoun for the same purpose, you may want to use that construction in your translation. If not, your language may have other ways of showing the meaning here. Alternate translation: [you have heard personally]

לְ⁠כָל־הָ⁠אֲרָצ֖וֹת

to/from=all/each/any/every the,lands

The king is saying all as an overstatement for emphasis. He is referring specifically to to all of the lands that the Assyrians have so far invaded. If it would be helpful in your language, you could use a different way to express the emphasis. Alternate translation: [to every single one of the lands they have attacked]

The pronoun you is used here for emphasis, contrasting Hezekiah with the nations that were destroyed. Alternate translation: [So will you, by contrast, be delivered] or [So for your part, will you be delivered]

The expression will you be delivered is a passive verbal form. If your language would not use that form, you could express the idea in active form or in another way that would be natural in your language. Alternate translation: [So, by contrast, will Yahweh deliver you]

The king of Assyria is using the question form to emphasize that he does not believe that Yahweh will deliver Hezekiah. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [So do not think that you will be delivered.] or [So do not think that Yahweh will deliver you!]
