אֶת מִ֤י נוֹעָץ֙ וַ⁠יְבִינֵ֔⁠הוּ וַֽ⁠יְלַמְּדֵ֖⁠הוּ בְּ⁠אֹ֣רַח מִשְׁפָּ֑ט וַ⁠יְלַמְּדֵ֣⁠הוּ דַ֔עַת וְ⁠דֶ֥רֶךְ תְּבוּנ֖וֹת יוֹדִיעֶֽ⁠נּוּ

Isaiah is using the question form to emphasize that no one ever counseled or taught Yahweh, because his wisdom and knowledge come from himself alone. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [No one counseled him, and no one made him understand and taught him in the path of justice and taught him knowledge and made him know the way of understanding.]

The expression was he counseled is a passive verbal form. If it would be unnatural to use that form, you could express the idea in active form or in another way that is natural in your language. Alternate translation: [What person counseled him]

בְּ⁠אֹ֣רַח מִשְׁפָּ֑ט
