Isaiah is using the question form to rebuke his listeners and to emphasize that they certainly should know these truths about God. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [You do know! You have heard! It has been declared to you from the beginning! You have understood from the foundations of the earth!]
