Here the speaker is speaking of preparing for Yahweh to come as if workers needed to level the landscape, raising up low places and bringing down high places so that the road would be smooth. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [Raise up the valleys and bring down the mountains and hills]
