I I he/it

Yahweh is stating the pronoun I separately, even though the verb translated as I am he already includes this meaning. He is doing that to emphasize the importance of this declaration. If a speaker of your language would use an explicit pronoun for the same purpose, you may want to use that construction in your translation. If not, your language may have other ways of showing the meaning here. Alternate translation: [It is I, Yahweh, who is he who comforts you]

מְנַחֶמְ⁠כֶ֑ם מִֽי־אַ֤תְּ וַ⁠תִּֽירְאִי֙

The word you is feminine singular here because it refers to Zion. So use the singular form in your translation if your language marks that distinction, and use the feminine form if your language marks that distinction.

The point of this comparison is that just as grass withers and dies quickly, so a mortal person will soon die. If it would be helpful in your language, you could make this point explicitly. Alternate translation: [he is given up as quickly as grass withers and dies]
