Isaiah is using the question form to affirm that it was indeed Yahweh who dried up the sea and its deep waters. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [It was indeed you, the one having dried up the sea, the waters of the great deep, who made the depths of the sea a way for the redeemed to pass through!]

The implication is that this describes when Yahweh dried up the sea so that the people he had redeemed from Egypt could cross through it on dry ground. You could include this information if that would be helpful to your readers. Alternate translation: [the one having dried up the sea of Egypt, the waters of the great deep, he who made the depths of the sea a way on dry ground for the redeemed to pass through]

Even though Isaiah is addressing Yahweh directly, he is speaking of him in the third person as he who made the depths of the sea to show respect. If it would be helpful in your language, you could translate this in a respectful form in the second person. Alternate translation: [you who made the depths of the sea]

Isaiah is using the adjective redeemed as a noun to mean a certain kind of person. Your language may use adjectives in the same way. If not, you can translate this adjective with an equivalent phrase. Alternate translation: [the redeemed people]
