Here Yahweh is speaking of creating the sky as if he stretched it out like a tent, and of creating the earth as if he founded it like a building. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [the one having created the heavens and having established the earth]

Yahweh is using the question form to emphasize that the oppressor’s fury will come to nothing and no longer be a threat. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [But the heat of the oppressor is nowhere to be found!]
