Here Isaiah is speaking of Yahweh summoning nations as if he would raisie a banner to gather them for battle. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [he will signal the nations to come and fight]

for,nations from,a_distance

The phrase the nations is a translation of the traditional Hebrew text. However, the text can be read in another way, as “a nation,” and that seems to make more sense in this context. You may want to follow that reading in your translation, particularly if a translation of the Bible exists in your region and it follows that reading. Alternate translation: [for a nation from afar]

Here Isaiah is speaking of Yahweh summoning a distant nation as if he were whistling for it, calling it as one would call an animal.
