לֹ֤א יִזָּמֵר֙ וְ⁠לֹ֣א יֵעָדֵ֔ר

not pruned and=not hoed

The expressions it will not be pruned and it will not be hoed are a passive verbal form. If it would be unnatural to use that form, you could express the idea in active form or in another way that is natural in your language. Alternate translation: [I will not prune it and no one will hoe it]

שָׁמִ֖יר וָ⁠שָׁ֑יִת

The terms briar and thorn mean similar things. Isaiah is using the two terms together for emphasis. If it would be clearer for your readers, you could express the emphasis with a single phrase. Alternate translation: [thornbushes]

מֵ⁠הַמְטִ֥יר & מָטָֽר

from,raining & rain

Isaiah is using a construction in which the verb and its object translated as not to rain rain come from the same root. You may be able to use the same construction in your language to express the meaning here. Alternatively, your language may have another way of saying this.

וְ⁠עַ֤ל הֶ⁠עָבִים֙ אֲצַוֶּ֔ה מֵ⁠הַמְטִ֥יר עָלָ֖י⁠ו מָטָֽר

Yahweh is speaking of the clouds as if they were living things that could receive and obey commands. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [And to the clouds, I will prevent rain from falling on it]
